Should we build a fast-breeder reactor?

Fast-Breeder reactors differ from existing nuclear reactors in two ways.
1- In a calamity they fizzle out, instead of blowing up
2 - Their fuel is the dangerous spent fuel from current reactors- they use it up and make it harmless. This could be a better-than-safe source of power for the future since currently we have no safe way to dispose of radioactive waste.

The public doesn't demand it because "America doesn't like nuclear power", but when I ask people, they say it sounds great.

Should we at least be researching and building a prototype near an existing nuclear plant's waste? (The first commercial one is currently being built, in England...)
